JIPS Team

Guided by the executive committee and advisory group, JIPS’ passionate and skilled team makes its global work possible. The organisation has two core units with dedicated management positions – field support & capacity building, and information management & innovation – and further staff working in coordination & management, communications & advocacy and grants & budget management.

JIPS’ team is guided by three core values:

Coordination & Management

The coordination & management team is responsible for JIPS’ overall leadership.

Wilhelmina Welsch
Coordinator

As JIPS’ Coordinator, Wilhelmina Welsch develops and manages JIPS as a sustainable interagency service. This includes strategic oversight and guidance to ensure a relevant and high-quality technical support service to governments, humanitarian and development actors, as well as knowledge sharing and advocating at global and high political levels for improved evidence on displacement situations. Wilhelmina previously led JIPS’ Information Management and Innovation Unit. Prior to working with JIPS, she worked in a variety of international organisations and NGOs where she attained international humanitarian assessment expertise.

Field Support & Capacity Development

The field support and capacity-building unit provides services to partners on the ground and develops profiling tools, guides and other products for governments and humanitarian and development bodies.

Dieter van Moorhem
Head of Field Support & Capacity Building

Dieter leads the development and implementation of JIPS’ field support and capacity building strategy across our strategic three goals, including the delivery of our  support and advice to stakeholders working in displacement-affected contexts. He also contributes to refining profiling processes and tools in urban areas and leads our work on enhancing the participation of displacement-affected communities in data collection, analysis and development of recommendations.

Margharita Lundkvist-Houndoumadi
Senior Profiling Advisor (Durable Solutions)

Margharita coordinates the delivery of JIPS’ technical advice and capacity-building support to field partners, and handles requests for its services. She also helps to expand its practices by refining knowledge and tools in specialised areas, and provides direct support to country operations.

Andrés Lizcano Rodríguez
Regional Advisor for the Americas

Andrés supports governments, humanitarian and development actors in the Americas region with technical support for coordinating collaborative data collection and analysis. He contributes to developing and refining participatory tools and processes as well as fundamental reflections on turning data into action. Andrés brings in a rich professional background including experience working with diverse partners. Hear more from Andrés and check out his interview, as part of our series presenting the JIPS team.

Devora Levakova
Profiling Advisor

Devora focuses on capacity building in the field. She provides technical advice and support to governments and humanitarian and development partners in planning and implementing profiling exercises and other displacement data collection activities. She also supports JIPS’ work with the Expert Group on Refugee and IDP Statistics (EGRIS), coordinating the IDP sub-group.

Jose Antonio Mendoza Garcia
Profiling Coordinator (Mexico)

Antonio coordinates the delivery on the field of JIPS’ profiling exercise in Chihuahua, Mexico. He brings a professional background on data analysis around city planning that helps him on the development of a methodology, deployment of data collection tools, and joint analysis for this exercise.

Sarah Tarabishi
Durable Solutions Technical Advisor

Sarah contributes to the delivery of JIPS’ technical support to profiling exercises, specifically in Sudan, including methodology development, design of data collection tools, facilitation of joint analysis as well as capacity building.

Information Management & Innovation

The information management & innovation unit develops tools, guidance, training and partnerships that improve the quality of JIPS’ support. It also evolves ways to manage the large amounts of data that profiling generates, and to overcome the recurring challenges practitioners face.

Oscar Rico
Head of Information Management & Innovation

Oscar leads the development, implementation and monitoring of JIPS 2021-2023 strategy, and promotes innovation as a modus operandi and cogitandi. He oversees the development and maintenance of JIPS’ methods, tools and training, contributing to JIPS’ role as global hub for profiling.

Svend-Jonas Schelhorn
Information Management Officer

Jonas helps to improve JIPS’ tools and guidance, particularly through capacity building activities and the development of guidance documents. He is the focal point for Profiling Coordination Training and other initiatives, including online learning. He also works to improve JIPS’ engagement with communities affected by displacement in profiling processes and how data literacy can be improved with partners.

Kristine Erstad Vegard
Technical Advisor

Kristine contributes to improving JIPS’ tools and guidance by providing technical and statistical support. She also supports JIPS’ work with the Expert Group on Refugee and IDP Statistics (EGRIS).

Ola Samarah
Information Management Specialist

Ola provides technical support to large-scale profiling exercises on aspects such as methodology development, design of data collection tools, and engagement of stakeholders including displacement-affected communities. She also coordinates JIPS’ presence in the MENA region to deliver high quality information management and durable solutions profiling.

Communications & Knowledge Sharing

The communications & advocacy team disseminates information about JIPS’ work to a wide range of audiences via different channels and tools, creating an open and engaging dynamic with stakeholders and practitioners in the field.

Corina Demottaz
Head of Knowledge Sharing & Communications

Corina works across JIPS’ core units and in collaboration with its coordinator to lead the development and implementation of the organisation’s communications strategy, strengthen its identity and manage all communications activities.

Beatrice Barco
Communications and Knowledge Sharing Assistant

With her expertise at the intersection between communication and knowledge management, Beatrice contributes to JIPS’ communications activities, including to manage digital and social media channels, design various communications materials, and organise events. She also provides cross-unit support to help leverage JIPS’ visibility and position across our areas of work. She nurtures a profound passion for all things Afghanistan, anthropology, literature and sustainable agriculture.

Grants & Budget Management

The grants and budget management team is responsible for keeping JIPS accountable for the services it provides.

Enrico Papitto
Grants & Budget Management Coordinator

Enrico works across JIPS’ core units and in collaboration with its coordinator to provide budget oversight and management, supervise the grant management process and facilitate the development of funding proposals.
